Possible Amicable Solution for the Leelala – Pachpadra Refinery Problem

Ever since it was decided to shift the Rajasthan refinery project from Leelala to Pachpadra many persons in Rajasthan connected to or from the Leelala region are protesting. There is an amicable solution to solve the problem that involves the following steps

  1. Announce the acquisition of land from Leelala region for refinery at reasonable rates from farmers willing to give the land
  2. Consolidate the acquired land while returning land of small disconnected patches with some compensation for inconvenience caused
  3. Asses the size of the refinery that can be set up on available land
  4. Float international tender for a second refinery on available land with fast and speedy processing
  5. Set up a second refinery at Leelala while not disturbing plans of ongoing Pachpadra refinery

Setting up of two refineries will make everyone happy, improve efficiency and technology because of competition and improve the economy of Rajasthan through a second refinery. This second project can also be an integrated refinery+ petro-chemical plant depending on crude availability assessment.

An optimum solution would be to build a petro-chemical hub covering the entire belt from Leelala to Pachpadra with a refinery at either end. It may not be possible to set up in one go, but if planned for in advance, it shall emerge in due course, perhaps over a ten to fifteen year window as necessary infrastructure develops.
